carvalho Julie Niemczura de Carvalho is a Research Specialist for Western Hemisphere Affairs, who since 1999 has divided her time between Brazil and the US. From 2003-2004, she was a National Security Education Program Scholar at the Universidade de São Paulo, with subsequent experience in international development and trade, instruction of English as a second language, and analysis of Latin American media outlets. She holds a BA in political economy and international development from Tulane University, and is fluent in Spanish and Portuguese.
