

Jason Hinton is a communications specialist with a background in military communications support services and political grassroots outreach operations. Mr. Hinton developed and led the foreign media analysis operations of the Global War on Terrorism as a consultant to the US Department of Defense. Mr. Hinton also formulated strategic communications plans and full spectrum media products for national and international voter registration, education, mobilization and protection operations, organizing traditional and non-traditional information delivery systems to achieve outreach objectives. Mr. Hinton has extensive experience in conducting media research, analysis and outreach activities. His academic background includes a BA in political science with a strong background in social psychology from Tufts University; and a law degree from Widener University School of Law.

Mr. Bynum directs business development strategies and implementation, and provides client support for ConStrat. He is responsible for aligning business opportunities with ConStrat’s expertise and experience across the full spectrum of communication, media outreach, public engagement, perception management, issue awareness, and other elements comprising the information domain. Immediately before joining ConStrat, Mr. Bynum served as the Director for Business Development and Director for Operations at S4 Inc.'s Arlington, VA-based Information Effects Business Unit (IEBU). Prior to that, Mr. Bynum served in the Pentagon, Washington, DC as special advisor to the U.S. Strategic Command Director for Plans and Policy and as principle interagency advisor to the Commander of the Joint Information Operations Warfare Command. He represented the 4-star combatant command as the national capital region lead for plans, policy, strategic communication, and information operations tasked with developing, coordinating, and enhancing U.S. Strategic Command, Joint Chiefs of Staff, Office of the Secretary of Defense, and interagency relationships. Mr. Bynum was previously U.S. Central Command’s (USCENTCOM) Chief of Information Operations. He led the USCENTCOM Headquarters Component, Interagency, and Coalition information operations team that planned, secured approvals for, and executed post 9-11 information operations war plans for Operations Enduring Freedom and Iraqi Freedom, among other leadership roles.

Michael Carr brings over 20 years of strategic communications success and expertise to ConStrat. Michael’s experience includes message development & positioning; legislative & congressional affairs; reputation & crisis management; brand development & management; word of mouth marketing; and web 2.0+ interactive strategies & web-based communications. Michael has worked for and with the federal government in many capacities; represented and advised corporate entities; led press & grassroots organizing activities for political campaigns; and served as communications strategist for many non-profit organizations. Michael was a special assistant in the Clinton Administration from 1993-97, engaging targeted audiences such as intergovernmental and Congressional Liaisons. Michael has worked on numerous political and advocacy campaigns providing field and communications support and leadership. Michael holds a Journalism degree from the University of Maryland.

John Moore is in-house counsel for ConStrat. With over 12 years of experience focused on complex commercial litigation matters and general corporate disputes, Mr. Moore oversees and advises the company on a broad range of legal issues. Prior to joining the company, he practiced law for several years at a large full service law firm in Florida. Mr. Moore also serves as ConStrat’s Chief Editor. His legal background, combined with his expertise in strategic communications – he previously held positions such as Program Manager, Senior Analyst, Team Leader for Global Reports, and Deputy Team Leader on a variety of social media and tradition media monitoring projects – gives him a unique perspective in handling the company’s legal affairs. He received his BA degree in 1994 from Tufts University, where he double majored in History and English, and his JD in 1997 from the University of Miami School of Law. Additionally, Mr. Moore was a research fellow for UNC-Greensboro's Human Development Research Institute, where he was selected as the top Fellow at the conclusion of the program.

Ray Morant brings over 22 years of experience to ConStrat. Mr. Morant is a result oriented Human Resources professional with a solid career in both government and private sector management. He is well versed in “Federal and Multi-State” employment law application and “Best Practices.” His background includes Unionized and Non-Unionized Healthcare, Educational, Government, Manufacturing, Transportation and various Retail and Wholesale Production environments. Mr. Morant is a graduate of Temple University where he received his undergraduate degree in criminal justice. He is also a graduate of Wilmington College where he completed his Masters of Science in Management, majoring in human resources management. Through the course of his career, Mr. Morant has been recognized for implementing policies and programs, which have positively impacted organizational operations. As a strategic business partner, he has been able to foster cooperative partnerships across diverse industries and agencies, with outstanding results.

Prior to joining ConStrat, Ms. Romero worked in several finance and operations roles with numerous Internet consulting, social media and event production firms based in the District of Columbia. Her passion and areas of influence have always been in work related to empowering agencies to maximize their impact through the creative use of new technologies. Her experience in the space has proven useful in her various endeavors. Tina has recently spent time providing consultative services to a variety of governmental and private sector organizations, whose focus centered on emerging technologies, specializing in operational functionality. Tina brings over 20 years of successful experience and expertise to ConStrat

Ozgur Vural is ConStrat’s Vice President of Strategy & Development, focusing on strategies to capture domestic and global business opportunities. He also provides expertise on strategic communications and global security issues to clients and strategic partners. Prior to joining the company in 2008, Ozgur provided strategic counsel, operational, and communications support to the US Central Command, Multi-National Forces—Iraq, and US Strategic Command. He has also advised several commercial clients in the US, Turkey, and the Middle East. Between 1997-2004, Ozgur worked at the Defense Office of the Turkish Embassy in Washington D.C. as the Assistant to the Defense Cooperation Attaché (DCA). His duties were to provide executive communications support to DCA by developing senior-level liaisons between the Turkish Ministry of Defense and the US Department of Defense. Ozgur earned an MS in International Management at the University of Maryland, University College, MD, and BS in Business Administration at Gardner-Webb University, N.C.
