JR Richardson
Director, Client Solutions

JR Richardson brings over 30 years of government experience to the ConStrat team.   A career Army Officer, JR served 10 years as a Combat Engineer, and over 18 years in Special Operations primarily focused on Psychological Operations (PSYOP) and Information Operations (IO).  He also has four years of experience as a DOD contractor, serving in the headquarters of both USSOCOM and USCENTCOM.   His military experience includes positions from platoon leader to staff officer in the J3 of the Joint Staff.  Other military experience includes combat tours for Operations Desert Shield/Desert Storm in Saudi Arabia and Kuwait; and Joint Forge in Bosnia-Herzegovina.  JR received a Bachelors of Science degree in Biology from Upper Iowa University in 1981.  In 2002, he attended the Army War College in residence, receiving a Masters degree in Strategic Studies. 

 

Scott Kleinmann
Assistant Director, Recruiting 

Scott Kleinmann specializes in analyzing religious extremism, terrorism, and sub-state violence, with a particular focus on Southeast Asia. Since 2006, Scott’s work at ConStrat has supported various Information Operation (IO) and strategic communications programs for the U.S. military and other organizations. In 2009, Scott was a visiting fellow at the International Center for Political Violence and Terrorism Research (ICPVTR) in Singapore, researching and writing on counter-ideology. In 2005, he was a National Security Education Program (NSEP) Fellow and Fulbright-Hays funding recipient in Indonesia. Scott is a graduate of the Wisconsin State Police Academy and holds a BA in Criminal Justice from Concordia University, an MA in Southeast Asian Studies from the University of Wisconsin-Madison, and an MA in Security Studies from the Edmund A. Walsh School of Foreign Service at Georgetown University. He is fluent in Indonesian and Malay Language. Before joining ConStrat, Scott was a police officer.

 

Julie Niemczura de Carvalho
Assistant Director, International Development Programs

Julie Niemczura de Carvalho hails from the rugged coast of Maine. For over ten years, she has divided her time between Brazil and the US. It was in rural Brazil that she first became interested in innovative approaches to social change and community development, which drove her to pursue a joint degree in political economy and international development at Tulane University. Following graduation, she taught English in South America, and soon after helped to found the Manuel Zapata Olivella Center for Education and Human Development serving vulnerable populations in Washington, DC. From 2006-2007, she worked at Creative Associates International, where she strategically pursued funding from the US Agency for International Development (USAID) and other donors. She joined ConStrat in 2007 as Research Specialist for Western Hemisphere Affairs, using her Portuguese and Spanish language skills to analyze the Latin American media. In 2009, she contributed to the start-up of a social media project, providing technology training and other guidance to new analysts. In addition to leading ConStrat’s international development efforts, she is currently pursuing a master’s degree at the University of Virginia with a focus on global health policy.

 

Maria Ramos-Person
Assistant Director, Strategy and Market Development

Maria Ramos-Person is the Assistant Director of Strategy and Market Development for ConStrat. Before joining the company, Maria was responsible for opening and managing a new market branch for a Global 100 technology company. Maria received an Emerging Leaders certification from the Center for Creative Leadership, which has been recognized as one of the top Leadership Institutes in the world. She has held business development, sales and marketing roles within Fortune 100 companies in technology and healthcare over the past ten years. In addition, Maria attained a Six Sigma business management strategy certification. She received her MBA, with a specialization in Management, from the University of Miami. She also holds a dual Bachelor of Science degree in Marketing and Computer Information Systems with a minor in Communications from Bryant University.
